2050 Long Range Transportation Plan Project Prioritization Exercise

Your input will help us choose fiscally constrained roadway, bicycle and pedestrian, and transit projects to include in the 2050 Long Range Transportation Plan.

Transportation funding in the Grand Island area comes from federal, state, and local sources, each with specific limitations on how the money can be used. Because resources are limited and funding is complex, this exercise simplifies costs to help the public prioritize future transportation projects within the area's 25-year funding capacity.

Roadway Bike / Pedestrian Transit

East Bypass

Description:

This project would construct a high-speed regional bypass across the eastern parts of the Grand Island area, connecting Locust Street to Highway 34 and Highway 30 on the east side of Grand Island and Highway 281 on the north side of Grand Island.

North Broadwell Avenue and Burlington Northern Railroad Grade Separation

Description:

This project would construct a bridge or underpass at the Burlington Northern (BN) crossing on North Broadwell Avenue near Eagle Scout Park, allowing for more reliable and efficient vehicular travel and a bicycle and pedestrian corridor connection.

Highway 34 Widening

Description:

This project would widen Highway 34 to a four-laned divided street between South Locust Street and Highway 281.

East Capital Avenue Widening

Description:

This project would widen East Capital Avenue to a three-lane urban street, which includes one through lane in each direction and a center left turn lane, between North Wheeler Avenue and Sky Park Road.

This project would widen Stuhr Road between Highway 34 and Highway 30 to a three-lane urban street, which includes one through lane in each direction and a center left turn lane. This project is likely not needed if the East Bypass is constructed.

South Broadwell Avenue Extension to East Fonner Park Road

Description:

This project would remove on-street parking and re-stripe the section of Broadwell Avenue from 1st Street to Anna Street, resulting in a three-lane urban street, which includes one through lane in each direction with a center turn lane. This project would also extend Broadwell Avenue from Anna Street to Adams Street, as well as widen West Fonner Park Road between Adams and Sylvan Streets to a three-lane urban section.

Intersection Safety Improvements

Description:

This project would identify intersections in the Grand Island area that would see operational and safety benefits from improvements like adding turn lanes, traffic signals, or roundabouts. (Cost is per intersection. Assume 8 intersections at a cost of $6M).

    Eagle Scout Park Trail

    Description:

    This project would construct a ten-foot-wide trail along North Broadwell Avenue to Veterans Athletic Complex and connect to the existing Eagle Scout Park trail. It would require a grade separation at the BNSF railroad north of Capital Avenue (implemented with Street Project 2. Note that Bike and Pedestrian Project 1 cost reflects just the trail costs, not the grade separation.)

    Highway 30 West Crossing and Trail

    Description:

    This project would create a ten-foot-wide trail connection in southwest Grand Island between the proposed West Connector Trail and Cedar Hills Park. The connection would use the recently constructed pedestrian crossing structure at Highway 30 and require a new grade crossing at the Union Pacific railroad mainline. (Cost reflects just the trail, not the grade separation.)

    Description:
